Colonial Tap Company (CTC) is a manufacturer of taps and fittings for the plumbing trade, located in Brisbane. The Company was established by Ken Hall in 1951, with a workforce of 10, to meet the needs of the post-war housing boom. Its product range was fairly limited but the company had an excellent reputation for quality. Nowadays, CTC manufacturers an extensive range of high quality brass and chrome taps. Addicts will start to commit violent acts to get money once they are homeless and have no way of getting the drug. One of the most popular tendencies is to rob houses and stores. To help other system developer within related area. Scope The study will be conducted within the Kampar district, Perak. All schools chosen for survey will be secondary schools only. Similarly, there are nine secondary schools in Kampar district (sample size). People who manage secondary school organizations are the only respondents of the study. The population is between 15 to 25 or more school staffs. The particular focus areas of the study would include attendance system which is already used in secondary schools. LITERATURE REVIEW According to Epstein Sheldon (2002), reducing the rates of student chronic absenteeism has been and continues to be a goal of many schools and school systems. In 1999, a student tracking system involving a database is being trialed in government and non-government schools Western Australia (Bourke, Rigby Burden, 2000). The student tracking system involved a set of processes, procedures and systems which can identify and monitor the location of students. In the Torres Strait schools, they used a system called Student Information Management System (SIMS). The SIMS provides a good quality data regarding student attendance. This computer-based system collates individual class attendance records on a weekly basis (Bourke, Rigby Burden, 2000). The relationship between staffs and parents was seen as vitally important by parents and principals. The student survey results indicated that attendance levels were significantly higher among students when teachers got in touch with their parents to talk about how they were going at school (Bourke, Rigby Burden, 2000). Therefore, in schools where students have attendance problems, school staffs may need to go beyond the school building to involve parents in reducing absenteeism (Epstein Sheldon, 2002). Hence, student attendance monitoring system should help school staffs and parents easy to communicate. There are varieties of opportunities for implementing IT in management education. Technology can be used to facilitate the display of information, to increase access to external explicit information, and to increase the sharing and construction of knowledge (Leidner Jarvenpaa, 1995) but some of the use of this technology is not yet widespread, efficient and practical for implementation of data management (Wayman, et. al., 2004). Implementation of an application system can present many unforeseen challenges. The first step toward implementing a student data analysis system should be to thoroughly assess the data, needs, and resources available to a school or district. The successful implementation is important for the long-term development of a data based decision-making climate (Wayman, et. al, 2004). Fig. 1 shows the model for integrated functional requirement which has been explained by Malet et al. Functions can also be related to specific positions in the product structure. As a result of linking the requirements with functions, functions to processes and the product structure, an indirect relation between requirements, processes and the product structure has been established (Malet et al., 2007). There are many views of softwares development or development process though that has evolved over the years. What follows is a brief discussion of the theories of the software development process that recently used today. The first formal description of the software development process model is published in 1970 by Winston W. Royce. After that, make requirement specifications by clearly set out necessary features of system based on user requirement. Then, developer can design a suitable solution and do implementation by develop the proposed solution. In addition, developer must test the system to ensure that the solution solves the original problem and works in context. Lastly, developer must maintain the system. The requirements will be based on collected data. The sites are the secondary school managing departments. The sampling frame will be based on the list of the secondary schools within area of Kampar district, Perak. The sample size will be nine secondary schools. The population is between 15 to 25 or more employees including principal, clerks, and teachers. The method of data collection is by questionnaire and interview. According to Creswell (1994), measurement instrument can helps in get a quantifiable data. A questionnaire will be given to each employee within the sampling to get employees personal details, personal experiences of using any school attendance system, problem with existing attendance system and an opinion or suggestion for the future systems developer. The purpose of the study and how to answer the questionnaire will be explained to the employees under study. During interview session, the informants will be selected ind ividuals within the sample employees who had an experience of using any school attendance system. The second step is analyzing the requirements. All user requirements will be investigated. The data will be analyzed and displayed using SPSS 16.00. The percentage, the mean and statistic formula (ANOVA) will be used when describing the data. It will be interpreted and translated into a form that suitable for other developer (sequence diagram, activity diagram, class diagram etc.). A requirement specifications model will be defined by clearly set out necessary features of SAMS. The third step is managing the requirements. In this step, a prototype of SAMS will be design and built based on user requirement model by using several types of tool such as Dreamweaver CS4, Photoshop CS4 and etc. The programming language that will be used for building the system is PHP. During this system development lifecycle, requirements might be change and evolve. These changes need to be tracked and traced (Malet et al., 2007). Lastly, the fulfillment of requirements needs to be validated with virtual or physical tests. A product is deemed successful (by means of satisfying the customer) if all requirements are fulfilled (Malet et al.,2007). SAMS will be tested to ensure that the solution solves the original problem and integrate the system to make sure that the solution will working in circumstance. The user acceptance testing will be done by choosing user randomly within the sample. Requirements modeling takes place in all phases of product development. More emphasis needs to be put on later development phases such as usage, recycling and maintenance. The knowledge gained in these phases, once included in the development process, can accelerate the development of new products (Malet et al.,2007). EXPECTED FINDINGS At the end of this study, the requirement model can help any system designers to design good SAMS for secondary schools. They will know how to design useful, usable and desirable SAMS such as in the system should contain the right functions, secure and must be user friendly. CONCLUSION There is no comprehensive and generally accepted manual on how to design good human factors into computer systems (Shackel, 1984) but there are a lot of guideline on how to design a system. However, this requirement model can guide any system designers who want straightly focus to design Student Attendance Monitoring System (SAMS). Creativity and innovation are required to make a great SAMS. The system should be usable. It is surely only a matter of time before some headline-grabbing politician identifies the root cause of all our problems: we have been letting the rascals regulate themselves. So it is very sensible for the Financial Reporting Council, which acts as caretaker of the Code, to try to get its retaliation in first. And it is very sensible that it will work closely with Sir David Walker, who is conducting a separate review of governance of banks. Critics of the British approach to corporate governance particularly in America enjoy pointing out that RBS was, in fact, a model pupil. It did everything by the book, ticked all the boxes and filled page after page of its annual report with an exhaustive analysis of its corporate governance performance. In particular, it had a separate, non-executive chairman a central pillar of the UK code, but far from standard practice in the United States a post is designed to restrain an over-mighty chief executive. Yet the RBS chairman Sir Tom McKillop failed to restrain Sir Fred Goodwin, with catastrophic consequences for the bank and the taxpayer. American critics of the British system claim that we are so focused on ticking the boxes that it makes us complacent. It is one thing following all the rules, but boards also have to ensure that they are working in practice. There are a few obvious areas the review should examine. The roles of chairman, chief executive and senior non-executive director need to be better-defined. The code should encourage non-execs to seek outside advice on big decisions. It should consider whether there should be special rules applying to banks it would clearly be advantageous if at least the chairman and members of the risk committee of banks had specialist experience. The review should consider ways to encourage more active involvement of shareholders in corporate governance questions. And not just traditional institutions, but also sovereign wealth funds and even hedge funds. The problem with all this is that, however they are structured; boards are only as good as the people on them. And, for many reasons, the job of non-executive director of a big company, let alone chairman of a bank, is not getting any more attractive. Even good people fail. Example is RBS board. It included the likes of Peter Sutherland and Sir Steve Robson. And, given that so many reputations have been tarnished by the credit crisis, the pool of good people is shrinking. But it would be a mistake to allow the few good people to take on too many jobs. As chairman of BP, Mr Sutherland is now supporting the reappointment as a director of Sir Tom, whom he helped to become chairman of RBS. Sir Tom, the man ultimately responsible for Sir Freds pension, even sits on the BP remuneration committee. Research Question and Methodology: Royal bank of Scotland was a good example of following corporate governance which follows all the code of corporate governance. Despite this RBS had to bail out by taxpayer money, and majority of its share now owned by taxpayer. Board of directors of RBS was all outsiders and reputed on their own field and there was no inner member on the Board. This proposal found a report that RBS trader bought  £34 billion pounds of sub-prime toxic assets in US without informing its Board. The sub-prime assets are being blamed for causing the banks near collapse in 2008. Last year RBS posted a loss of  £28 billion the largest in British corporate history. There may be a conflict between Board of members and Management. Maybe if there were member in Board from inside or from management this trouble in RBS might be avoided. This proposal will try to find out structure and role of Board of Member and Management at RBS. And try to find out any conflict between Board and management which put RBS in turmoil. This proposal will try to research on theory of corporate governance and their practice at RBS; try to find out the impact of corporate governance and its practice at RBS. This proposal will use secondary date for its quantitative research. The corporate governance system was designed to help oversee the decisions and best interest of the shareholders. The system should works accordingly: The shareholders elect directors, who in turn hire management to make the daily executive decisions on the owners behalf. The major developments of a workable corporate governance system for the U.K came about due to a few notable high profile financial scandals and public corporate collapses such as Maxwells Communication Corporation and Bank of Credit and Commerce International (BCCI). Robert Maxwell had been taking money out of the pension funds to aid his downwardly spiralling financial situations and managed to bypass auditors and shareholders alike. His uncurbed power made this possible. The BCCI scandal had a worldwide effect. After these and various other scandals there appeared to be a lack of confidence in the ability of many U.K companies to accurately report on their financial situations. This led to an important committee being formed; the Committee on the Financial Aspects of Corporate Governance. The report issued by the committee in December 1992 is one the most influential codes on corporate governance and has been used and adapted by many other countries in the development of their corporate governance systems. Sir Adrian Cadbury was the Chairman of the Committee and so the report became known as the Cadbury Report. This report made many valuable recommendations on the composition and roles of the board of directors as well as the non executive directors. Some of the recommendations given in the Cadbury Report were the separation of the Chairman and the CEO, the inclusion on non executive directors, regular and scheduled board meetings, directors access to advice, the length of appointments, the system of appointing non executive directors, disclosure of remuneration and the system of reporting and controls. This was done because of the pressure of white settlers who wanted to take over the lands on which the Indians had lived. The white settlers were already emigrating to the Union, or America. The East Coast was burdened with new settlers and becoming vastly populated. President Andrew Jackson and the government had to find a way to move people to the West to make room. In 1830, a new state law said that the Cherokees would be under the jurisdiction of state rather than federal law. This meant that the Indians now had little, if any, protection against the white settlers that desired their land. However, when the Cherokees brought their case to the Supreme Court, they were told that they could not sue on the basis that they were not a foreign nation. In 1832, though, on appeal, the U.S. Supreme Court ruled that the Cherokees were a "domestic dependent nation," and therefore, eligible to receive federal protection against the state. However, Jackson essentially overruled the decision. By this, Jackson implied that he had more power than anyone else did and he could enforce the bill himself. This is yet another way in which Jackson abused his presidential power in order to produce a favorable result that complied with his own beliefs. In his essay ‘What is Enlightenment?’ Immanuel Kant discusses the nature of Enlightenment and how it can be brought to the general public. According to Kant, â€Å"Enlightenment is man’s release from his self-incurred tutelage.† By this, Kant means that Enlightenment is when one man is able to make use of his understanding without guidance from another man. Kant sees an Age of Enlightenment as a time when the human society can be liberated from their nature of discharge, which is a need for someone to be their director. However, Kant also states that we have a natural need for tutelage when we are young, and that it is perfectly all right. In addition, after nature discharges us of this need, we should activate our rational ability. Enlightenment according to Kant is the progress of a society through free activity of rational thought and intellectual assessment. In an Enlightened Age, the public would be able to manage their given freedoms with competence. However, Kant claims that we do not live in an ‘Enlightened Age’; rather, we live in an ‘Age of Enlightenment.’ By this statement, he means that an Enlightened Age would be an age where we have overcome all self-incurred tutelage. An Age of Enlightenment is the current age, where we have not overcome all self-incurred tutelage, but where we have begun to activate our own powers of reason and have begun to make progress through critique. Also in his essay, Kant distinguishes between the public and private use of reason. He states that ‘the public use of one’s reason must always be free and it alone can bring about enlightenment among men.’ In saying this, the author views public usage of reason as for the purpose of progress. Kant regards the private use of reason as ‘that which one may make of it in a particular civil post or office which is entrusted to him.’ In other words, the philosopher explains the private use of reason as a rational worker in a specific occupation. In my opinion, Kant was a great thinker. I could not argue with his supporters that claim that he is the last philosopher. Reading this clip of his beliefs, I think that Kant makes a great point. I agree that for the human race to be considered enlightened we will need to avoid the natural urge to want to not feel alienated. Humans are generally a dependant species, needing company or some sort of contact with other humans. Along with this, we usually do not want to feel different and hence, we sometimes model our actions after what we see others do. In conclusion, Immanuel Kant’s essay, ‘What is Enlightenment?’ describes the time we are living in as an Age of Enlightenment, not an Enlightened Age.
